Objectives

The "SiBa – Sichere Basis" (Secure Base) project, implemented by FEM Süd & MEN on behalf of the Federal Ministry of Social Affairs, Health, Care and Consumer Protection in cooperation with the Austrian Health Fund (FGÖ), targeted children (aged 3 to 18) of parents with mental health problems and their families in Vienna. Individuals and institutions professionally involved with this target group were also addressed. Needs assessments were conducted among young people (approximately 12 to 18 years old) using focus groups. Based on the feedback, appropriate measures were developed and implemented in collaboration with families. At the organizational level, the project also aimed to establish an interdisciplinary network with clearly defined locations, contact points, contact persons, and responsibilities. Extensive public relations work was also part of the project.

Implementation

The evaluation focused on both process support and the ongoing evaluation of the implemented measures. queraum offered the project team regular reflection workshops to gather learning experiences, plan next project steps, and reflect on the achievement of the implemented measures' objectives. To gather assessments of the quality, impact, and benefits of the services, qualitative interviews were conducted with multipliers and referring professionals (including physicians, medical staff, social workers, etc.) and service users (parents and their children). In addition, queraum provided the project team with needs-based support in planning and implementing internal evaluation methods, needs assessments, and quality assurance measures.
